However, almost none of them are qualified to represent hard-of-hearing clients, who are often unaware of their legal rights, and with no one to turn to when they fall victim to fraud or discrimination. Tang Shuai is the only known Chinese lawyer who is fluent in both forms of Chinese sign language, and he has made it his career's mission to assist the hard of hearing however possible.
